Planning Grants Help North Shore Prepare For the Future

West Vancouver, the City of North Vancouver, and Bowen Island will receive a combined $40,000 in infrastructure grants from the Province to help plan for greener, healthier infrastructure development, the government announced today.

The Infrastructure Planning Grant Program offers grants up to $10,000 to help local governments plan, design and manage infrastructure. As part of the second round of the Province’s 2007 Infrastructure Planning Grant Program, The North Shore is receiving the following grants:

• West Vancouver: $10,000 for Asset Management Information Technology Study. This project is required as part of action items identified during completion of the District's Strategic Infrastructure Management Plan. Asset management requires an integrated approach to achieve the highest possible economic, environmental and social returns on the infrastructure investment.

• Bowen Island: $10,000 for Fairweather Point Water System Master Plan. Preparation of master plan study outlining the required upgrading of the existing Fairweather Point water system to ensure water distribution quality meeting the potable water standards. The project will conduct water sampling, site and laboratory testing. The plan will provide recommendations for user metering equipment to monitor water consumption.

• City of North Vancouver: $10,000 for District Heating- Water Intake and Outfall Studies. The proposed project is to initiate the planning phase for the eventual implementation of a distribution system in Central Lonsdale. Initially, the goal is to complete a demand/load forecast of the service area. Following this, funding will be used for the planning studies related to the implementation of a distribution network.

• City of North Vancouver: $10,000 for District Heating-Planning of Central Lonsdale Service Area. The City is considering using ocean source energy in the service area to decrease its reliance on non-renewable energy sources. Ocean source could not only provide heat but would also generate free cooling to some of the buildings. The report is expected to recommend various studies as part of the design and environmental assessment phase of the water intake and outfall.

Earlier this summer, more than $920,000 in infrastructure planning grants went to 62 local governments around B.C.

“This is an example of our government leading the world in sustainable environmental management,” said Ralph Sultan MLA for West Vancouver-Capilano. “These grants will allow us to examine improvements that could ultimately improve our air quality, water quality and overall management of the environment for years to come.”

“I was pleased to hear that almost half of the projects recently submitted to the Municipal Rural Infrastructure Fund were initiated with Infrastructure Planning Grants,” said Ralph’s colleague Dan Jarvis MLA for North Vancouver-Seymour. “Developing sustainable infrastructure funds will help our community sustain for generations to come.”

These grants are among a series of provincial funding initiatives available to local governments to help improve community infrastructure. Additional provincial programs include Towns for Tomorrow, LocalMotion, B.C. Spirit Squares and the Green City Awards, with a total of $83.5 million available to invest in local Green Cities infrastructure projects that improve fitness, reduce pollution and encourage conservation.

The $40 million in 2007 Small Community and Regional District grants, announced earlier this spring, are also helping to provide for local services. The Province continues to return 100 per cent of traffic fine revenues to B.C. municipalities, resulting in $58.8 million going to enhance policing and public safety, this year alone.
